株洲市清水塘工業區是20世紀60年代國家重點投資建設的老工業區基地，主導產業以鉛鋅冶煉、重化工業為主，60多年冶化工業的發展歷史，使清水塘工業區成為湖南省乃至全國著名的重金屬污染區，當地環境污染危及居民的身體健康以及湘江中下游的飲用水安全，多年來已經帶來了一系列民生、經濟和社會問題。清水塘工業區的污染治理已經成為改善當地民生、消除湘江水質污染隱患的迫切需要。
為徹底治理清水塘歷史遺留污染，有效改善清水塘土壤環境，改善清水塘乃至整個株洲市的水環境，恢復該區域內的生態環境；政府擬通過利用世界銀行貸款、借鑒國際技術的戰略來實現清水塘核心工業區的風險基準棕地修復工作。該項目的順利實施，將引進國際棕地修復的最佳經驗，推動株洲市其他項目引進先進技術和借鑒世界銀行的先進管理經驗，拓寬株洲市環境和生態保護建設的資金渠道，將對中國其他老工業區地區的重金屬污染治理形成示范作用。
項目將由株洲市項目管理辦公室（以下簡稱“項目辦”）進行管理，由株洲循環經濟投資發展集團有限公司通過項目執行辦公室（以下簡稱“執行辦”）負責實施，執行辦將作為項目業主整體負責項目日常工作的執行實施。
執行辦現邀請合格的咨詢公司（以下稱“咨詢顧問”）表達其為本項目提供管理咨詢服務的興趣。有興趣的咨詢顧問應提供相關材料表明其履行本咨詢服務合同的必要資格和相關經驗。短名單評估原則如下：在過去五（5）年內，已完成至少一（1）個由國際金融組織（如世界銀行、亞洲開發銀行等）提供資助的，包含土地修復治理的大型基礎設施建設項目或包含土地修復治理的大型環境治理項目的項目管理咨詢服務合同。本項任務預計需要127個咨詢人月。本項任務的期限預計為60個月，預計將于2017年7月開始提供服務。
有興趣的咨詢顧問應當注意2011年1月出版和2014年7月修訂的《世界銀行借款人選擇和聘請咨詢顧問指南》（以下稱“咨詢服務指南”）中的1.9段中規定的世行關于利益沖突政策的條款。
咨詢顧問可以與其他公司以聯合體或咨詢分包的方式加強其資質。
咨詢顧問將按照咨詢服務指南中規定的“基于質量和費用的選擇方式（QCBS）”進行選擇。

Zhuzhou Qingshuitang Industrial Zone is a key and old industrial base invested and built by the state in the 1960s, with leading industries of lead-zinc smelting and heavy chemical industry. Over 60 years' development of metallurgical and chemical industry has turned Qingshuitang Industrial Zone into a brownfield contaminated by heavy-metals notorious in Hunan Province or even around the entire country. The environmental pollution in the area is endangering the health of residents and the safety of drinking water in the middle and lower reaches of Xiangjiang River. Over the years it has caused a series of livelihood, economic and social issues. Pollution remediation of Qingshuitang Industrial Zone has become an urgent need for improving the local people's livelihood and eliminating the water pollution problems of Xiangjiang River.
In order to combat the long-standing pollution and improve the soil quality of Qingshuitang, improve the water quality of Qingshuitang and the entire Zhuzhou City, as well as renovate the local ecologic environment, the government proposes to undertake the risk-based brownfield remediation of the key industrial zones in Qingshuitang under the support of World Bank loans and advanced international brownfield remediation technologies. The successful implementation of this project will set a good example for similar projects in Zhuzhou City to draw merits from international technologies and World Bank’s advanced management practices, expand financial sources for ecological and environmental protection projects of Zhuzhou City, and provide insights for treatment of heavy metal pollution of China’s other old industrial zones.
The project will be managed by the Project Management Organization (hereinafter referred to as“PMO”) of the Zhuzhou Municipal, and be implemented by the Zhuzhou Recycling Economic Investment and Development Group Co., Ltd (hereinafter referred to as “ZREIDC”) through the Project Implementation Unit ( hereinafter referred to as “PIU”), PIU will be overall responsible for the implementation of the project as the project client.
The PIU now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Project Management Consulting Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria is: in the past five (5) years, it had completed at least one project management consulting services contract for a large infrastructure construction project involving land remediation activities or a large environmental remediation project involving land remediation activities, financed by the international finance institutions, such as the world Bank, or ADB etc. A total of about 127 consulting staff-months are envisioned. The overall duration of this assignment is expected to be 60 months, and it is expected that the services will be started from July 2017.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 and Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with each other in the form of a joint venture or of a sub-consultancy agreement to complement their respective areas of expertise.
A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
