環境修復國際專家工作任務大綱

一、背景
湖南株洲清水塘區域重金屬污染環境治理工程是中國首個污染棕地修復及再開發的世界銀行貸款項目,項目執行將應對會遇到修復及再開發各個環節的復雜問題,面臨環境修復技術、土地規劃與管理、安全與健康、區域環境和社會影響等挑戰。此外,目前中國正在逐步完善污染場地管理的法律法規及標準導則,很多問題的解決需要不同領域的技術合作和創新。
該項目將由株洲循環經濟投資發展集團有限公司通過項目執行辦公室(以下簡稱“執行辦”)負責實施。根據項目區域的環境治理目標,特別提出《污染場地修復與再開發研究》研究主題。研究污染場地治理與再開發國際最佳技術與管理實踐,為本項目污染場地治理提供有效借鑒,執行辦擬利用世界銀行貸款資金聘請1位經驗豐富的國際專家,幫助編制本項目《污染場地修復與再開發》研究主題下的相關子研究課題的任務大綱,并參與這些子研究課題咨詢采購的評審活動。
二、工作目標和任務
1、工作目標
“污染場地修復與再開發”課題研究應緊密圍繞湖南株洲清水塘區域重金屬污染環境治理工程特點進行,為本項目相關的規劃,工程設計,風險評估,風險管控,污染土壤治理及修復達標后再開發提出指導性建議,促進項目實施和實現總體項目目標。
2、工作任務
該國際棕地國際專家將協助執行辦提出《污染場地修復與再開發研究》這一研究主題下的相關子課題的研究目標、任務大綱、主要研究內容以及對研究成果的審查評估方法,并參與上述子課題的招標采購工作,在研究開展過程中進行審查報告并提出意見建議,包括對最終研究可交付成果的審查。
當前,針對《污染場地修復與再開發》研究主題初步提出四個研究子課題,具體內容如下:
(1)子課題1-棕地修復與再開發規劃研究:本課題研究污染場地特征和修復開發與區域規劃(株洲清水塘生態新城核心區控制性詳細規劃方案)之間的相容性和優化方案,依據土壤/環境風險的控制為污染場地修復和再開發提供決策支持。
(2)子課題2-棕地修復與再開發相關管理與政策:本課題研究污染場地修復與再開發過程中所涉及到的政策、法規、標準、技術、資金和市場等諸多方面的需求,擬定補充管理建議,提高場地修復與再開發管理水平,為湖南省和國家污染場地風險管理和政策完善提供參考意見。
(3)子課題3:污染場地綠色修復研究:本研究將著眼于項目管理和政策方案,并且提供國內和國際類似案例和經驗以此考慮治理修復方案的社會和環境效益,以及治理效果的長久維護。構建污染場地綠色修復方法及框架,識別對大氣、水、土地和社會系統的間接影響,評價修復工作的環境影響。
(4)課題4-污染場地生態重建:本課題選擇清水塘工業區中具有重金屬污染典型特征的區域,開展先進、成熟的生物工程和生態工程修復技術,綜合治理和凈化受污染土壤、水體、空氣,修復自然植被景觀和恢復濕地生物多樣性。
具體工作任務如下:
(1)根據項目的整體目標及現狀結合執行辦的需求,在充分調查和了解研究課題的目標、需求等條件下,針對暫定的4個子課題提出優化、調整、完善的意見和建議;
(2)協助完成《污染場地修復與再開發》研究主題下的子課題的任務大綱編制,包括必要的背景信息、研究對象、服務范圍以及可用的投資、預期成果、時間表和責任等。
(3)在按照世界銀行采購指南,在子課題咨詢合同采購過程中對咨詢方短名單確定過程中提供技術支持(如果需要)。
(4)在準備這些子課題的建議書征詢文件(RFP)時,提供技術支持(如果必要的話)和充分的信息。
(5)參與評估技術建議書,并協助準備技術評估報告中的評估結果,技術分數,和相對的優點和缺點的建議等內容。
(6)對課題研究的合同談判提供技術支持(如果需要)。
(7)為這些子課題提供專家意見/建議,使得課題研究按照要求達到預期的結果。
(8)在研究過程中提供必要的協調,協助解決潛在的技術問題,提出可行的解決方案。
(9)協助監督和報告這些子課題的進展情況,為課題的進度報告提供相關的技術支持和必要的信息。
(10)執行可能分配的其他任務。
三、資歷要求
根據《湖南株洲清水塘區域重金屬污染環境治理工程課題研究任務書》,結合工作目標及任務,確定環境修復國際專家的資歷要求如下:
(1)良好的英文和中文寫作能力和口語交流能力。
(2)優先考慮具有15年的環境工程或者土壤和地下水整治項目類似的專業經驗;最好具有在世界銀行或亞洲開發銀行項目或中國國家重點項目方面的工作經驗;至少有5年的中國大型/全面整治建設項目工程經驗。
(3)了解中國關于棕地治理和重建方面的地方政策/規定/指導方針,熟悉湖南省相關情況和世行政策和子課題招標、評審過程中的政策和程序,了解全球最前沿的綠色、可持續的修復技術及再開發和發展趨勢。
(4)有相關工程和科學背景的國際頂尖大學/研究所碩士專家或者碩士牽頭的團隊優先。
(5)滿足項目的時間投入要求。
四、交付成果、時間、合同及管理
1、交付成果
專家應提供以下成果:
成果1:在初步提出的4個子課題“棕地修復與再開發規劃研究、棕地修復的場地管理與政策研討、污染場地綠色修復研究和污染場地生態重建”的基礎上,確定子研究課題, 并準備各子課題的工作大綱。
成果2:《污染場地修復與再開發》的子研究課題的招標技術評估報告。
成果3:《污染場地修復與再開發》的子研究課題的進度報告。
成果4:《污染場地修復與再開發》的4個子研究課題的結題評估報告。
2、時間
本任務開始時間不遲于2018年08月06日;
成果1交付不遲于2018年09月30日;(初定)
成果2交付不遲于2018年11月30日;(初定)
最終成果交付不遲于2019年04月30日。(初定)
3、合同
中標的咨詢專家將獲得一份總價包干合同。合同金額將在咨詢專家交付質量滿意的成果之后分期支付,具體安排如下:
交付成果【1】之后支付20 %。
交付成果【2】之后支付20 %。
交付成果【3】之后支付30 %。
交付【最終成果】之后支付其余30%。
4、監督管理
咨詢專家向湖南株洲清水塘區域重金屬污染環境治理項目執行辦報告,并接受株洲市項目辦的監督。
Terms of Reference - Environment Remediation Expert
(Contract No.: HN-ZX-QST-09)
Ⅰ. Background
Zhuzhou Brownfield[1] Remediation Project (Project) is China’s first brownfield remediation and redevelopment project financed by the World Bank. It is expected that the project implementation will address complicated issues in many respects of remediation and redevelopment, such as environmental remediation techniques, land planning and management, safety and health, and potential regional environmental and social impacts. In addition, contaminated site pertinent laws, regulation, standards and technical guidelines are evolving in China; inter-disciplinary collaboration and innovations are needed in addressing those issues.
The Project will be implemented by the Zhuzhou Recycling Economic Investment and Development Group Co., Ltd (hereinafter referred to as “ZREIDC”) through the Project Implementation Unit (hereinafter referred to as “PIU”). According to the objective of the Project, the “Brownfield Remediation and Redevelopment Study" is proposed. This study intends to review the international best technical and management practices that will inform the brownfield remediation and redevelopment of the Project, the PIU proposes to use the World Bank loan to retain an experienced international expert, to assist in the preparation of the TORs for the sub-studies of the “Brownfield Remediation and Redevelopment Study” , and participate in the procurement of experts/teams for the sub-studies.
Ⅱ. Objective and Task
ⅰ) Work Objective
The "Brownfield Remediation and Redevelopment Study" should be carried out in accordance with the objectives and specific needs of Zhuzhou Brownfield Remediation Project, and providing advices on solving various site remediation problems in the planning, engineering design, risk evaluation, minimization and control, contaminated soil mitigation and clean-up acceptance, and then implementation and redevelopment pertaining to the Project to facilitate its implementation and help achieve the overall Project objective.
ⅱ) Task Description
The international environmental remediation expert should assist the PIU to establish the objectives, develop TORs and scope of work, and results evaluation criteria, of pertaining sub-studies under the study on Brownfield Remediation and Redevelopment, participate in the evaluation during the tendering and procurement process, provide review and advice to the subsequent studies, including their final deliverables.
The four topics referred to the "Brownfield site remediation and redevelopment study" have been preliminarily proposed, as follows:
(1) Topic 1-Study on the Planning for Brownfield Remediation and Redevelopment: Study on the compatibility between contamination characteristics, remediation and redevelopment approach, and regional planning (the Regulatory Plan for Zhuzhou Qingshuitang Core Area) and propose optimization plan that will inform decision-making for soils and environmental risk-based remediation and redevelopment.
(2) Topic 2-Management and Policies for Brownfield Remediation and Redevelopment: This study is to focus on the policies, laws, standards, technologies, financing and market demands, etc related with the brownfield remediation and redevelopment process, and will provide supplementary management advices to enhance management level on site remediation and redevelopment, which can be used to provide references for provincial and national contaminated site risk management and policy enhancement.
(3) Topic 3-Green Brownfield Remediation: Study on the project management and policy options, provide domestic and international cases and experiences, based on which to consider the social and environmental benefits of the remediation scheme, as well as the long-term maintenance of the remediation results. Formulate green remediation methodology and framework; to identify indirect effects on the air, water, land, and social systems, and evaluating the environmental impact of remediation work.
(4) Topic 4: Ecological Restoration of Contaminated Site: This sub-study aims to select representative and typical contaminated site of Qingshuitang Industrial area to carry out the study on advanced and mature biological and ecological engineering remediation technology, comprehensive controlling and de-contaminate soil, water and air, repairing and restoring the natural vegetation landscape and wetlands biodiversity .
Specific tasks are as follows:
Based on the overall project objective and the current situation of the Project, combining with the requirements of the PIU, provide the advices and recommendations on the proposed four topic studies.
(2) Assist to prepare the TORs of the four topic studies under the "Brownfield Remediation and Redevelopment Study", including the necessary background information, study objective, service scope and available investment funds, expected outcome, timetable and responsibility, etc.
(3) Provide technical support (if required) in the preparation of the shortlisting of consultants for the four topic studies in accordance with the World Bank’s procurement guidelines.
(4) Provide technical support (if necessary) and sufficient information in the preparation of the Request for Proposals (RFP) on the four topic studies.
(5) Participate in the evaluation of technical proposals and assist in the preparation of the evaluation results, technical scores, and relative merits and shortcomings.
(6) Provide technical support (if required) to the contract negotiations.
(7) Provide expert advice and suggestions for the four topic studies to ensure the studies to achieve the desired results as required.
(8) Provide the necessary coordination in the course of the study to assist resolving potential technical problems and propose viable solutions.
(9) Assist in monitoring and reporting on the progress of the four topic studies, and provide relevant technical support and necessary information for the progress report of the studies.
(10) Perform other tasks that may be assigned.
Ⅲ. Qualification Requirements
According to the "Study Task of Zhuzhou Brownfield Remediation Project", combined with the objectives and tasks, determining the qualifications of the international environmental remediation expert are as follows:
(1) Good English and Chinese writing skills and oral communication skills;
(2) Preferable 15 years of experience in environmental engineering or soil and groundwater remediation projects; and with working experience in World Bank or Asian Development Bank financed projects or China's national key projects; at least 5 years of experience on large - scale / comprehensive remediation projects of China;
(3) Good understanding and knowledgeable of the policies/regulations/guidelines on remediation and redevelopment of brownfield in China and Hunan, and familiar with local situation will be an advantage, familiar with the policies of the World Bank and the procedures and policies of the biding and procurement, evaluation process of the sub-studies, and understand the world's forefront green and sustainable remediation technology and development trend;
(4) An advance degree of MS of leading international universities or research institutes with relevant engineering and scientific backgrounds are preferred;
(5) Meet the time input requirements of the project.
Ⅳ. Outcome, time-line, contract and management
ⅰ) Outcome
The expert should provide the following.
A) Outcome 1: Based on the preliminarily proposed four topics, “Study on Planning for Brownfield Remediation and Redevelopment; Management and Policies for Brownfield Remediation and Redevelopment; Green Brownfield Remediation; and Ecological Restoration of Contaminated Site”, determines the topics of sub-studies and prepared respective Terms of Reference for each sub-study.
B) Outcome 2: Technical Evaluation Report (s) for each of the sub-studies;
C) Outcome 3: Progress report for each of the sub-studies;
D) Outcome 4: The Concluding Evaluation Report for each of the sub-studies.
ⅱ) Time-line
?The start date of this task is no later than August 6, 2018;
?Outcome 1 to be delivered no later than September 30, 2018;
?Outcome 2 to be delivered no later than November 30, 2018;
?Outcome 4 to be delivered no later than April 30, 2019.
ⅲ) Contract
The consulting expert wins will receive a Lump-Sum contract. The amount of the contract will be paid in installments after the delivery of the satisfactory results of the consultants, as follows:
? 20% payment after delivery of Outcomes 1;
? 20% payment after delivery of Outcome 2;
? 30% payment after delivery of Outcome 3;
After delivery of the final results and reports, the remaining 30% will be paid.
ⅳ) Supervision Management
The expert should report to the PIU of Zhuzhou Brownfield Remediation Project and accept the supervision of the Municipal PMO.
